Below are copies of the labor contracts for all 12 of the bargaining units contained within the City of Sterling Heights, any applicable Memorandums of Understanding (MOU) which modify those contracts, and records of City Council Member votes approving each item.

DPW Supervisory Union, AFSCME Local 1917

Note: This contract covers threefour three different job titles.

  • Operations Manager

  • Maintenance Supervisor (new as of 2011)*

Note that the contract excludes: “Department Heads, Deputy Department Heads, Professional Employees, Confidential Employees, (and) Clerical Employees” * The MOU negotiated in March, 2011 changed the list of job titles. The retirement of two DPW Division Supervisors lead to the creation of a new title, Maintenance Supervisor, which is intended to create a lower pay-scale job in place of one of the retired Division Supervisors. Per the MOU, “this restructured position will assist the Division Supervisor and General Supervisor in both the management of DPW personnel and City contractors.” Note that this represents a secondMOU signed with this union during 2011. On February 15, 2011, a concession MOU was signed that followed the same pattern as did several others signed on that date.

Firefighters Local 1557 Contract

Note: There is one contract covering all members of the Fire Department, from Chiefs on down to Firefighters. Per the contract, the following employee positions are covered:

Police Officers Association of Michigan

POAM represents ‘regular’ police officers in the city. There is only one position specified in the contract—Patrol Officer—with three pay grades: one for those with no college degree, another for those who hold an Associates degree and yet another for those who hold a Bachelors Degree. The same contract covers both officers on “Patrol” as well as ones assigned to Traffic Enforcement — two distinct jobs. As of the signing of the 2010 MOU, this contract covered 133 Police Officers.

Police Officers Association of Michigan – Dispatch (POAM-Dispatch)

This contract covers the personnel working in the dispatch department who take 911 emergency calls and dispatch Police/Fire/Ambulance as applicable. At the time the most recent MOU was signed, this contract covered 20 full-time employees in two job classifications:

Sterling Heights Command Officers Association (SHCOA)

This contract covers the most senior officers on the force excluding the Police Chief. The following ranks are included:

Several of the above titles share pay grades within the contract; in other words, the jobs are different, but the pay is the same. The following titles share pay grades: Sharing a pay grade: Code Enforcement and Property Maintenance Code Officer (40 hour week) Sharing a pay grade: Administrative Assistant, Elections Assistant, Library Assistant II, Senior Account Clerk, Risk Management Assistant Sharing a pay grade:Appraiser I and Library Circulation Supervisor Per the January 2010 MOU, the MAPE Technical/Office Union represents 93 full time employees.

Per the July, 2011 MOU, a new classification, “Part-Time Clerk Typist” was created to backfill a Senior Clerk position that was moved from the Office of Facilities Maintenance to the Fire Department. The new Part-Time Clerk Typist position will be paid $10.00/hour with no other benefits, be at-will for the first 36 months of employment, and then fall under the “just cause” provision of the collective bargaining agreement.

AFSCME Local 1884, Council No. 25 – 41A District Court

This contract covers only one position, that of Deputy Clerk.

The number of employees represented by this labor union is not currently available.

    AFSCME 1917 has 3 job classifications as the Operations Manager position was not filled after a retirement almost two years ago
    Teamsters local 214 currently has 55 employees and will be reduced by 2 in November with more retirements.
